If you go to September '23 as per OTL, no way can Italy annex Corfu. Corfu Incidence was clearly a cruiser diplomacy thing for Italy. Even if Musolini tried to grab the island after the crisis broke out, I assume that Britain and France woukd not accept it. They would have the LoN issue a resolution, and they 'd sent their fleets tou oust the Reggia Marina.
On thet other hand, if Italy had raised official claims over the island since the Resorgimento, and had the international community and the Italian public getting used to those claims, things could develop differently, although Italy would not get any support from the local populace, except from the Italian Corfiots (mostly migrants) and maybe part of the Jewish community.
