Israel/Palestinian State?

What POD (or PODs) would you need in order to get a swiss like palestinian/jewish state by the establishment of Israel after WWII?

How would the countries around them react to such a union?

The only way for a multinational state to form in the Palestinian Mandate would be for the Communist left to be the dominant political force, instead of Labor Zionism among Jews and Arab traditionalism among Palestinian Arabs. They were the only ones pushing for a multinational state.

Not an expert by any means on the time period, but hadn't the original (obviously pre WWII) plan been for a Jewish enclave within a wider British-affliated Arab federation?

Never gonna happen. The Zionists were extremely insistent on a Jewish state, no matter what they said to convince people otherwise, and Palestinians understandably were never going to accept their territory being given to people from Poland because of atrocities done on European soil. These two aims were incompatible and David Ben Gurion v. Hajj Amin Al-Husseini is not a contest, it's a one-sided triumph.

Only for the British. The Yishuv wanted "a land without people for a people without land", to expel the "human dust", and were always insistent on the ultimate goal of a state carved out of the Mandate. Palestinians, of course, weren't the least bit interested in losing their land for a Jewish state, while to them Hitler and his atrocities were someone else's problem and the solutions were to be footed by someone else, not-them. Nor did they really want other Arabs to rule Palestinian land.
