Israel does not give Orthodox religious monopoly

Hi!

How would the State of Israel have developed if the Orthodox did not have their monopoly on religious affairs? I don't know if it's ASB (the premise being that in order for everyone to accept a policy the strictest people have to be OK with it) but we'll see.
 
If the Orthodox, and the Ultra-Orthodox, don't have some of their deals such as exemption for all religious students (AKA all males), and the super strict control of marriage, divorce, ruling on conversions this will make a big difference. This would probably mean that the strength of the religious political parties would be diluted, and their roles as king makers in the Knesset reduced. For much of the time no party has had a majority in the Knesset, and cutting deals for a coalition has very often involved special deals for the Orthodox/Ultra-Orthodox to get the votes of the religious parties. If this changes, big differences.
