Islamists win Algerian Civil War

In the 90s, Algeria faught a civil war against Islamists tring to set up a theocracy. They even tried to extend the fight to France by causing terrorist attacks there but they failed. Ultimately, they were defeated in 2002.

What would have happened if they won, say pre 9/11? Would this effect the War on Terror and would it cause an earlier backlash against Muslim immigrants in Europe?
 
I don't see how the Islamists win in Algeria past 1991. What you could have is the military not intervene in 1991, so they take office democratically. Of course, inevitably the military would intervene, but for a time the Islamists would be in power. Worst-case the FLN can call on French and US assistance.
 
The Algerian military should have allowed the Islamic Salvation Front into office and if the government went too far with Sharia law, the military can easily remove Abbasi Madani as Prime Minister.

The same thing happened in Turkey IOTL 1996-1997 when the Refah (Welfare) party won the elections and Necmettin Erbakan became Prime Minister. When he tried to limit the powers of the military which was constitutionally the guardian of the Turkish secular state, they forced Erbakan to resign and his party was banned in Turkey. Fortunately, that ended peacefully.
