So how do we get Islam to dominate the African religious scene, not just along the east coast, Sahara and Sahel, but also all through the western hump, the Congo basin and the southern cape?
 
The Rashidun succeed in conquering Constantinople after the Battle of the Masts. This allows them to conquer All of the former Roman Empire and thus allows Islam to eventually spread to all Europe. Surrounded on all sides by Islam, the entire continent of Africa converts to Islam.

For a lesser version, have only Al-Andalus remain in Spain.

Lastly, simply having the Ottomans do better in the 19th c would allow them to support OTL native African Islamic states like Zanzibar, or the Sudan region sultanates which could and would expand into the Congo, the west coast, Tanzania, etc.

What about a more moderate series of PODs?
  • The Rashidun conquer Ethiopia. Meanwhile, the Swahili take an earlier and intensive interest in trading with the East African interior. Result: by 1800, the Great Lakes kingdoms (Rwanda, Buganda, etc) and the eastern Congo Basin are Muslim principalities.
  • The Sahelian kingdoms are similarly very interested in spreading Islam to the West African coast, while the Muslim Juula merchants aren't so neutral towards religion. With some luck, the West African coast is Muslim by 1500.
  • Swahili, Indian, and Arab merchants round the Horn of Africa around 1200 and go as far as Kongo, which converts to Islam in the fourteenth century. Now the entire coastline of Africa is Muslim. Islam gradually spreads into the Bantu interior over the next few centuries.

Avoid the Scramble for Africa while strengthening Sahelian and Persian Gulf Muslim States; much of eastern, Sahelian, and central Africa had contacts with and were well disposed to convert to Islam due to the nature of the economic relations of the states there.
