Is there a Cleveland in most TLs?

(A shameless reinterpretation of a thread title.)

Given that the United States establishes a presidential system fundamentally similar to ours, is it reasonable to expect that at some point a former president would successfully take back the office? Or was OTL's 1892 election a fluke that could never happen within the expected range of political climates?

Obviously, the election of 1888 was an unusual circumstance that set up the necessary conditions for a nonconsecutive term. But, in over two hundred years of history, is it actually implausible to suggest that such inconclusive results probably wouldn't happen?
 
Sure it's reasonable to expect (anticipate) that it would happen in various other TLs with a post XXII Amendment POD (1804).
