Is Theodore Roosevelt still president and VP if the Spanish-American war didn't happen?

In my timeline, I imagined that Carlists in the XIXth century took power in Spain and subsequently sold Cuba to Belgium. They subsequently sold the Philippines and Puerto Rico to the United States in the 1870s. Therefore, in the absence of a Spanish-American war, what happens to the career of Theodore Roosevelt, who is illustrated in the Rough Riders in Cuba OTL? Will he still be president, or even just VP?
