Umm... when I said surrendered I don't mean unconditional surrender, like in 1940. Obviously if the germans capture of all France they might be able to use the french ports (maybe), but I don't see how they'd be able to actually do that.
Any surrender on France's part will be a conditional one and I don't believe they'd accept that Germany would continue their war in France. Lets remember the situation was completely different in 1917 than 1940. The type of warfare practiced in 1917 wasn't condusive to large offensive thrusts and capture of large areas of territory in a short amount of time without many losses.
