Is it possible to have them before 1900?

I'm sorry, I don't know how to describe it in the title.
I'm doing an alternative story that has its main POD between 1770-1820 (and minor PODs to change the professions of people like Miguel Hidalgo...) and I have some ideas for the political system.
* (1) For example before 1850, to have the Head of State and the Head of Government separated and occupied by different people.
* (2) That there were "partisan" primaries before 1890.
* (3) That there is a second round before 1830

Is it possible? Or at what earliest date is it possible to have them?
 
Hmmm. Maybe Washington dies early in this first term and as a result a lot of the precedents that he set limiting the office don't come to pass. After a couple seemingly power-hungry presidents an amendment is passed to split Head of State and Head of Government into two separate positions in an attempt to create more checks on the Executive branch.

Um, I'm not really sure I'm going that way.
But apart, what are your comments with points 2 and 3
 
As for number 2, the concept of primaries was a Progressive era concept and would not happen before 1890.
As for number 3, I don't believe that concept existed anywhere before 1830. Remember that the US Presidential election was not a popular vote contest but based entirely on Electoral Votes. In effect, sending the election to the House was a "second round".
As for number 1, England and restoration France were headed in that direction by the early 19th century. That would be a constitutional Monarchy. No republics, AFAIK, had ever gone in that direction at that time.
