Is it possible for Singapore style Anti-Corrupt Agencies to be widespread?

You know, an independent agency that's empowered to clean up corruption in the nation, Lee Kuan Yew of Singapore implemented it right around when Singapore became independent after coming to the conclusion that relying on the police wouldn't cut it. It has been a very successful policy with Singapore being listed as one of the least corrupt nations in the world, and Hong Kong took notice of it and made their on version, the ICAC and it too has been successful at defeating corruption in their nation, so with all this, is it possible for countries like the UK, France, Germany or maybe the United States to adopt these kinds of ideas?
