Is it ASB for an united Europe after Charlemagne?

I'd say you can probably get a single power strong enough that the rest of Europe jumps when it says frog, but a genuinely unified Lisbon-Urals* state seems rather unlikely. A more successful EU equivalent is probably as close as you can get, and if Russia is anywhere near as big as OTL it probably wouldn't be practical to let it in.

If you get a Franco Spanish Union in the 1500s instead of Hapsburg Spain you can easily reform the Western Roman Empire.

If I were a betting man, I wouldn't put too much money on the French and the Spanish not getting on eachothers nerves afore long. :)

Why? They got along well enough in the 1300s and 1400s.

Political unity doesn't require extraterrestrial intervention, just competent and intelligent administration.

Well, with an early POD we can get make sure that neither the Bourbons or the Habsburgs [1] ever get involved... :)

[1] OK, I'm being a bit unfair to the Habsburgs. The ones who weren't too horribly inbred were often competent assholes.
