Irish Africa

One of Eamon DeValera's top civil servants once suggested that Ireland start a colony in Africa. Now this may be in the realm of ASB but I thought I'd pose the questions here:
1) Could this have even happened or would it only ever go as far as debate as in OTL?
2) If it did happen, where in Africa could the colony even be set up given that the vast majority of Africa at the time was already under European rule?
I've looked for this one before on the site and can't find it so forgive me if its already been asked. :p

I can't say I ever heard of this. However using the influence of the various Irish religious orders the Irish did have the potential to punch above their weight as it were
 
The was a lot of Irish missionary activity in Africa so greater Irish involvement at a political level is not at all beyond possibility. That said the country was in very poor economic shape and only became independent in 1922 when all of Africa was 'bookmarked' so it is very difficult to see where.

A POD starting from Ireland getting Home Rule before the First World War, or better yet before 1900 might be needed for anything we'd consider a colony.

Just a suggestion, but considering De Valera's mixed parentage, could there have been a push for Irish immigration to an African nation historically occupied by Spain
 
Britain could grant ireland indepenece instead of fighting a war . They could give a colony to cut costs
 
Would it be in any way possible for an Ireland that gains home rule/independence earlier to be given a League of Nations mandate following WW1?
