Ireland without British entry in WW1.

Let's say that Franz Ferdinand isn't killed or Britain doesn't attempt to join the war, whatever it is. World War 1 is delayed by a few years or just doesn't happen at all....

What happens to Ireland in this case? Might we see an earlier Civil War? Ireland staying part of the UK? A more peaceful peace process?
 
There's a chance of a rising in the north by Edward Carson opposing Home Rule, and a lot of muddy waters in British politics.

Is it a of sure thing Churchill is in the position he is in? Since most of the Black and Tans where vets from France, maybe they are not as brutal.
 
Conversely, without the Suspensory Act 1914 putting domestic matters on hold, might we have seen a more concerted effort to make Home Rule work? Might this have led to a more stable Irish Free State and possibly Ireland's eventual status as a Commonwealth Realm?
 
Without WW1 it might be that other British Army units are deployed after the Curragh Mutiny incident which might have an impact, but you would still have the divide that was there and most likely some sort of division of the island I would guess. As to how that would play out long term I think it's far too complicated to say.
 
Without WW1 doesn't that avoid the Easter uprising and thus keep more people aiming for Home Rule rather then independence? So instead of the Irish Free State, their might be the Dominion of Ireland?

The question being would that be sustained long term, or would the domestic situation continue to evolve?
