Iraqi coup in 1996 succeeds.

There was an USA-supported coup attempt in Iraq in 1996. It failed because Saddam's men infiltrated the coupists. What if Saddam's men hadn't infiltrated the coupists and the coup succeded?
 
Assuming the coup leaders were disaffected Sunnis already in positions of authority, a successful coup might've meant continuity (baathist rule) continued relative unity and stability and, without Saddam, an end to sanctions and slow revival of Iraq.

Well, this would be interesting to say the least. Clinton would satisfy the neocons and maybe Iraq’s success would allow for a bit better work with Iran.

Alternately, it could lead to a discovery of 9/11 before it happens.

Bashar al-Assad would need to be a lot more careful then and he might play ball with the Americans a bit more.
