Without 9/11, does the U.S. still invade Iraq and Afghanistan?

The U.S. was bombing both countries while Clinton was in office, and the Iraq Liberation Act had bipartisan support, so wars in both countries without September 11th may happen.

Prior to the September 11 attacks there had been tension with China the Hainan Island incident where a US airforce recon plane bumped a Chinese airforce plane and may an emergency landing on Chinese soil. If the focus had stayed on containing China's sphere of influence then Iraq would have remained a no fly zone until enough of the army go sick of Saddam and Afghanistan is just the backdrop for action movies.
 
Probably USA wouldn't attack to Afghanistan nor Iraq. There wouldn't be very good excuse. World probably even wouldn't care about nonexistent WMD's. United Kingdom might not be so intrested without 9/11 and Bush has probably bit more difficult get support. Bombings might continue but hardly more.

Well, 9/11 had no connexion to Iraq, but Bush invaded anyway. I suppose he could invade based on the false WMD claims of OTL...
 
the no fly zones were a bit of a problem though, they couldn't just go on indefinitely. US warplanes were enforcing them, and the Iraqis were shooting at them. Sooner or later, a US pilot is going to have a very bad day and get shot down. Then what?
