Iran or Syria invades Iraq post Gulf War 1

If Iran or Syria convinced itself sometime post Gulf War 1 that Iraq no longer had viable stocks of WMD's or they had been reduced enough in size to make casualties 'acceptable' and invaded, what would be the reaction from the outside world?
 
Weren't there sizable allied forces in the area enforcing the blockade and no-fly-zones? I don't think the US and co. would take too kindly to either Iran or Syria taking a chunk of Iraq.

The allied forces were pretty busy bombing water supplies and electricity companies.....


In reality the Allies didn't want saddam to go away IMhO!
 
Could Syria or Iran pull it of? They are not as powerful as the allies of the war after all. And could they team up?

That's interesting.

Perhaps they mask it as an attempt to protect the Kurds or Shi'a?
