Both Switzerland and Belgium are democratic countries created through peace. Not countries built on conquest. Both are federations that respect their respective ethnic groups. In the case of Switzerland its four groups. Belgium the jury is still out on wether it will stay together. But in has democracy.

Yes there are smaller minorities but who are forced to stay within Russia by Military. Also the disproportion of Russians to the Minorities allow the Russians to maintain control easier than say in Ottoman Empire where its Turkish would constitute less than 50%.Even so, this would still leave a lot of minorities inside of Russia.

A feature of the Ottoman Empire was the free movement of people and trade throughout the Empire. Whether one wanted to move into a region where one was ethnically/religiously at risk was another matter but there was nothing to legally stop you doing so. You are Albanian and want to move to Egypt? Why not. Yemeni and want to move to Bulgaria? Fine, carry on. As to whether your new neighbours would welcome you or murder you, well that is your risk. As long as you posed no public order threat to the Ottomans and paid your taxes they didn't care if you spoke Inuit or worshipped eggs. They were rather discriminatory about taxes though to be fair (or rather, unfair) and somewhat laissez faire about some ethnic groups murdering and robbing other ethnic groups. The business of living was up to the individual.
