Instability in Nero Reign

In OTL, a general tried to make Galba the Roman Emperor but failed. Galba was declared an enemy of the state and he decided to try to be Emperor to save his life, which it did for all of a few months. Galba tried to trim down the spending of public works and decided the Praetorian Guard didn't need to be given the bonus his backer promised them and in fact didn't even need a salary bigger than normal legions, which might have something to do with later on Praetorians were easily bribed by Otho later.

Let's suppose that Galba revolts in Hispania, but Julio-Claudian keeps Galba at bay momentarily, but unable to put him down. Later on, the legions of Germania Inferior also revolt with a different Emperor candidate. Well, Nero was known for frivolous spending and some mental instability (men who fell asleep during his recitals were known to be executed but future Emperor Vespasian was merely banned form court, demoted, and given a command in some place where nothing* important * will* probably happen like a revolt*). Let's say the Danube legions, modern day Libyia, Greece, and Turkey also have some revolts.

One of these revolts challenges loyalsits at the Po, lead by Nero himself. The Julian-Caludian commander under Nero's observation defeats the rebels. Nero goes back to Rome to... entertain himself. After 3 years, the rebellions are finishe. Widespread desturciton across Hispania, Greece, Germania Inferior, and yadda is present. Italia, Brittania, most of Gaul, Egypt, and Africa (modern day tunishia) are mostly untouched.
