Indian ship yard

I wonder what would have been the effect on WW2 if in the aftermath of the Russo/japannes war. The British Govt and the RN had decided to build a ship repair yard at Calcutta that expands into a shipbuilding centre in the following years.

To clarify, what exactly do you mean by shipyard? There are a few possible interpretations, such as:

1) Medium fleet base, important but not indespensible. Probably coupled with minor shipyards
2) Major fleet base, of similar size and strategic role to Singapore IOTL
3) Minor Construction Hub, not producing to much of importance or size but at least decently sized by the standards of the time and place
4) Major constuction base, producing basically whatever it can possibly produce.

I was thinking 3 at the time. As after seeing the Russian Baltic fleet steaming there and getting sunk realizing that a Shipyard in Calcutta that can handle enough Major repairs to get a ship back to the UK for completion and also to handle minor/ med repairs that will probable grow over time and will also encourage the growth of ancillary enterprises.
