How industrialized could Hungary and therefore the Austro-Hungarian empire be by 1914 if the Hungarian half of the empire was not punished in the wake of 1848-9 by having industrial expansion curtailed? Perhaps the POD is that the revolt never happens, but that is unlikely given the sentiment at the time.
