Indies policy of Comuneros

If they win, what would they do about Indies?

OTL, Carlos I would found Council of Indies only in 1524.

Casa da Contratacion in Seville was operating since 1503. What side was the city of Seville taking during Revolt? What were the workers of Casa da Contratacion doing?

In Haiti, Diego Colon arrived as Governor in November 1520 and would OTL be governor till 1524. In Mexico, Cortez was assembling Tlaxcalan and Spanish armies to return to Mexico Valley in December 1520. In Panama, Davila was governor and Andagoya and Pizarro had not yet started southward exploration.

How would Comunero policy differ from the OTL royal one, and where would butterflies enter?

What Comunero policy? Should the free cities and peasants evict Charles and the nobles, they would probably go their own ways. I see no organized party to control a new Cortes, much less the country, should it be entirely free of Royal control. The Casa de Contratacion would be the center of a struggle for riches. Charles would develop a new organization and send fleets from Aragon and the Burgundian Low Countries. Over the next century, Charles and Philip would regain the now penurous countryside and cities. Charles may be unable to gain the Imperial Crown. His choice for Pope may have a rel struggle for election

Juana the Mad is the Queen now. And that brat Carlos is demoted to her eldest son and heir for the present.

What was the constitutional position of Juana the Mad with respect to Aragon as of 1520, assuming a Junta acting on her behalf gains the upper hand in Castile and is in position to project force?

Juana may be Queen, but she has no power. Most of the nobles wanted a reduction in taxes and less centralized control. Carlos will return. Otherwise, his other possessions will be stripped away by the local nobles and neighboring powers.
