After the Glorious Revolution, James II and VII was sheltered by Louis XIV of France and later Phillip of Spain. In the unlikely event (unlikely as in zero if the Hannovers do stuff right and not so hot if they were as sloppy as they were in 1715) he or his descendants made a comeback, they would be likely very influenced by the Bourbons. In fact, one of the reasons England got sick of James II (aside from religion) was that he was painted as a pawn of Paris. If he somehow made a comeback, this would probably be in fact the case.

But let's suppose James II never got overthrown. Those behind the Glorious Revolution say William can have the crown, but only as long as Mary lives. So Will is like "I'm not going to risk my neck and my money for this" and he stops correspondence with the dissenters. Eventually the dissenters raise the flag of rebellion claiming William (the first male Protestant in the line of succession if you treat all Catholics as dead) is the real king and Mary is the real Queen (daughter of an English king and all) which goes as well as the Mamouth one (it doesn't). Earlier I asked about plausible deniability, but let's not focus on William this post.

My focus is on James II. As I said earlier if he (somehow) made a comeback after losing the throne, he would very likely be in the hands of the Bourbons. But in TTL, he never lost the throne. Could James II pursue an independent foreign policy? I heard he got along personally fine with Louis XIV, but that doesn't mean he'd put the Bourbon interests ahead of his own nobility. When I say independent, I don't mean necessarily antagonizing France (which is certainly independent and following the old rivalry... and technically the Stuarts never gave up the claim on the throne). I just mean than any dealings with European powers (especially France) are only dealt with keeping the interests of England, Scotland, and Ireland first. So a bilateral trade deal could be mutually beneficial. Giving trade concessions to France without a lump sum payment or helping France fight wars without England getting something out of it would be... too Bourbon friendly and not enough for England.
