Independent American states?

What can possibly be the fate of independent American states?

Can anyone come up with a timeline for that scenario?
 
Independent American States Timeline

The diversion from our timeline is the USA collapsing after the civil war, which the Confederacy won. By 1900, there are countries made from the former United States, the Confederacy (all states that left the Union in the civil war plus Kentucky, the Arizona Territory, and the Indian Territories), The Confederation of New England (the New England states and New York), the United Western States (California, Oregon, Washington, Idaho, and Montana), the Central Empire (Pennsylvania, New Jersey, Ohio, and parts of Michigan and Indiana), Deseret (Utah), the Colorado Union (Colorado and the New Mexico Territory). The others I are all indpependant.

-The CSA: CS troops mass on the borders with the Central Empire and prepare to invade, an alliance is offered to the Confederation of New England.
-The Central Empire: Central troops prepare to invade the CNE and retake New York.
-The Confederation of New England: The CNE prepares for war and acepts the Confederacies offer of alliance.
 
The cliche answer - the Articles of Confederation fail - perhaps the impost argument turns violent, with Virginia's last minute killing of the bill drawing the ire of the other states. Then border conflicts in the territories get out of hand, uprisings in several states convince the delegates that a federal government can't function, Rhode Island stops paying lip service to the Continental Congress, others follow, and things just go downhill from there. Basically the United States is confined east of the Mississippi, British / Mexican / independent weird Cajun-Spanish-Filibuster Louisiana republic occupies the OTL Louisiana Territory. Further west, Britain claims the OTL Oregon Territory, while Texas and California stay New Spanish / Mexican.
