Independent Algeria after Franco-Prussian War

Would it be possible to have an independent Algeria established under the treaty of Frankfurt? If so, what would Algeria be like today?

Nope.
1) Germany would have really no interest on enforcing a too humiliating treaty, as people tried to explain it in your previous thread on the same subject, some months ago.
Would it be only because it would be the safest way to not have a peace treaty accepted.

2) Military presence on Algeria would be definitly too important to allow independence to begin with.

3) Who declares independence?
Divided Arabs and Berbers? You did have an insurrection in 1871 that mostly led to more European presence.
Colonists? They were mostly opposed to Imperial rule, granted. But it didn't meant they considered themselves as distinct from metropolitain population.
Military? More imperial than really republicans, but eventually supporting whoever side would be more revanchist.
