In 1969, Harold Wilson's government produced a white paper called "in place of strife". It was spearheaded by Cabinet Member Barbara Castle. The idea was to reign in the power of the unions. The bill would've required a formal ballot before a strike could occur, imposed a 28 day "cooling off" period before workers could walk out, and established a board to enforce the law and impose fines in cases of violations. The bill was extremely controversial and angered the TUC and left wing Labour members and never got passed. This set the stage for the extreme levels of industrial unrest in the 70s which, at its peak, resulted in sanitation workers and even gravediggers going on strike and paved the way for Margaret Thatcher's hard line against the unions. So would the bill have brought about more harmonious labor relations and avoided the expensive strikes of the 70s?
