3. O'Neil is with Carter in Canada, and Thurmond has more or less fallen in line and is vocally supporting the AEG, although Congress obviously hasn't been meeting. Basically every other government figure falls into one of those two camps, although some are in hiding and are waiting to see what happens.

According to the laws of succession, Tip O'Neill would be third in line for POTUS.

Interesting point Glenn. Any "emergency government" should last only long enough to allow Tip O'Neill to assume the presidency. Also, another question, I know we're in a legal limbo here but does the U.S. Congress have the authority to authorize a "special" election for president and vice president should the need warrant?

Um, well, there's no actual precedent for it, but in a never-fulfilled clause of the Presidential Succession Act of 1792 (which has been outmoded twice, may I add) says that in the event of both the President's and Vice President's death, interim elections are held to choose a new administration. However, I think that a Haig coup might well give people the desire to have another vote.

Looking at Haig's box on the previous page - if this is being written after the fact of the coup you might want to indicate that all of Haig's military honors were withdrawn. Haig is now guilty of high treason against the United States and any honors he has received would be immediately withdrawn and all medals ordered returned.
 
How exactly did Haig neutralize Speaker Tip O'Neill and Senator Strom Thurmond the two men ahead of him in the line of succession? And why did Haig call himself "chairman" a term used by the very enemy he blamed for the assassination? Doesn't exactly invoke a lot of confidence in his emergency administration by shirking the title of President. And the counter coup that North pulled off would merely enable Donald Regan (secretary of the treasury) to the position of acting president until the Speaker and Senate Pro Temp's ultimate fates are learned, or until a Vice President is confirmed and would ascend to the presidency for the remainder of Reagan's term. In that case there might be a strong movement to put either Carter or even Ford in there.
