In a Nazi victory TL, how strong would a Soviet rump state be?

In the event of a Nazi victory (they conquer the European USSR up to the Urals and make peace with the WAllies), and a Japanese defeat (as per OTL), what's left of the USSR looks like it would still be a considerable power.

If say, Stalin and the Soviet leadership fled to the Asian part of the USSR, along with millions of refugees from the European USSR and a hell of a lot of plant and equipment being relocated to the Asian USSR, while using a scorched earth policy to ruin large areas of the European USSR while they leave, how powerful would this state be?

Post war might see a Cold War between the West and the Nazis, with the West sending all sorts of economic and military aid to the Soviet rump state to beef it up in anticipation of this cold war turning hot.

This Soviet rump state would have a lot of industry and natural resources and probably a large population too. Give it a few years and with Western support the USSR would become a considerable foe for Nazi Germany, especially if the Germans mismanage their economy in peace time like most people think they would.

As you describe it, there is no armistice or treaty with whatever remains of the Soviets, that flees into Asia. However, main question (for me) is : is there an armistice with the soviets ? If not fighting goes on.

In that case the germans would NOT stop atop the Ural mountains or its eastern downsloaps.
It would become a constant fighting zone, most likely even used by the Nazis as the "steel bath" for thir youth for continous, never ending war - wet dream of every "trench veterans", that formed much of ... "lived" Nazi ideology.

That would also most likely added with continous, never ending air war against every spot where might some kind of new center of the soviets try tp establish itself.
Even if the soviets flee as far as Wladivostok, year by year the "german zone" would move further east, though slowly, with following infrastructure building.
Also exclude much of the turanian regions. In a victory the Nazis would sit in the Caucasus. ... They won't accept any considerable soviet presence on the eastern bakn of the Caspian Sea ... and then at the Aral-Lake ... and the way into Persia via Turmenistan ... and so on.
Not with campaigns like Barbarossa, Germany would have too much to do with its own rebnuilding or ... new building of its own eastern empire. But continous conflict as the "school of the true and never ending struggle for live".

Support of the west for any "rump" soviet state : probably much hindered by politics, trying to NOT starting a new war. ... at least not after rebuilding themself and finding any kind of strategy (beside nuking).
