Improve Russias Military in WW1

How about less emphasis on fortifications and more emphasis on flexibility? Perhaps one of the Russian generals can send a report to Nicholas II on the Russian military's weakness.
 
Off the top of my head,

  • Improve the railway lines needed to concentrate your troops near the border and also those between the ports, cities and front lines that are needed to ship in supplies. Massively expand the stock of engines and railway cars for the coming increased demand. Will also have the added bonus of hopefully making it easier to transport food around so the peasants wont start becoming unruly, but that's not really a military matter.
  • Major expansion of the armaments industry so that you don't have an ammunition or a shell shortage like a lot of the other countries.
  • Related to that make sure you have large stores of equipment such as rifles but more importantly uniforms, coats and boots on hand for when you conscript people. Also make sure that there are more than enough field kitchens and supplies to go around, a hungry army is a dangerous army - to its own government. Try and pre-position as much of the excess heavy stuff at forward concentration points so there's less carting stuff around.
  • Introduce codes for all your radio communications within the armed forces, IIRC a lot of messages were still sent in clear at the start of the war. Also make sure that the codes you do use are complex enough to not be able to be broken for at least a couple months, and make sure you change codes every month.
  • If you could find a way to ease tensions with the Ottoman Empire and formally draw them into the Entente would be a major advantage. Means you don't have the Caucasus tying up large numbers of men and resources, also allows shipping through the Bosphorus Strait so better supply situation - although the Central Powers probably retaliate with a u-boat campaign.
  • The Russian army already seems to of shopped around so they already had things like the Vickers machine gun and Lewis Gun. Make sure you have these liberally supplied around the army, perhaps add the Canon de 75 to your arsenal as well.
  • Oh and as a final one, make sure that your army commanders aren't complete idiots that don't lift a finger to help each other or co-ordinate their actions. Samsonov and Rennenkampf I'm looking at you!

Should the challenge be instead how to make the Russian army *worse*?

In 1914 the Russian Army had 76mm M1902 gun which was comparable or slightly superior to French M1897 75mm cannon. For machine gun there was the M1910 machine gun, a Maxim gun, and for a LMG there was the Madsen LMG, the first there actually was.

The Russian problems were not in their equipment for either Navy or Army which was, when available, comparatively well made and in many ways often innovative. They simply had too large army (not to speak of their navy!) for Russian economy.
