Hart to tell the money for the Army had to come from the states after Article 62 but i am sure if that was changed with later laws

I haven't found any updates to Article 62 either. Those 225 thaler mean 675 Goldmark per head, but that only seems to apply to Fortdauernde Ausgaben - continuing expenses. One-time expenses for new barracks or equipment had to be haggled over with the Reichstag. Looking at 1890s Reichshaushalt-Etats there are numerous instances of requested funds being either denied outright or heavily reduced.

As i understand the Reichstag had to enact seperate bugdets for Prussian, Saxon, Bavarian and Würtemberg Army. A rather complicated structure.
 
Yes - looking at 1891, the Prussian expenses cover 53 pages, while Saxony and Württemberg only require two each. I guess the Bavarian army must've been entirely separated from the proceedings...

In 1913 the Reichsgesetzblatt contains a one-time Wehrbeitrag, including both wealth & income tax to fund the massive increase from 544k to 661k men peacetime strength (probably not counting conscriptees).
