Imperial Commonwealth during WWI

With a POD late 1800s early 1900s pre-1914, that turns the British Empire into an "Imperial (con)Federation," with The "white dominions" being broken down and made into countries that are similar to how the UK is made up today. eg. England, Scotland, Wales, Ireland, each province of Canada, each state of Australia, each province of (the Union of) South Africa, each region of New Zealand (divided into 5 regions on North Island and 5 on South Island), and possibly some Pacific/Caribbean Islands, Rhodesia and/or Kenya, with places like India still under the same type of administration it was in OTL.

How would an Imperial Federation like this effect WWI (whether its started the same way as OTL or not, there's still a Great War). Would there be more than just the West/East European, North African and Middle Eastern theatres that play huge importance or would there be more? How would this Commonwealth have relations with the rest of Europe, the United States, India (in regards to Indian independence), the rest of Africa etc.

It has a POD of Gallipoli in 1915 that ends up with the UK, the White Dominions, India and various other Asian and African Dominions forming a united Commonwealth.

Don't think it would work for NZ.

NZ tried provincialism and it didn't really work. There are loads of reasons for that but one is that the regions themselves largely were not sustainable (Southland for example would have had several tens of thousands of people at best during the Provincial period). This would be less true say in 1914 than 1873, but still an issue.

A proper regional government that did everything it would likely need to do, would be an expensive beast. I would suspect you would probably need to go with 2 or 3 in the South Island and 3 or 4 in the North. Equally, you could simply go with two regions, one for each island.

Oh I certainly think you could divide up NZ, then and now. The islands are both pretty big, 12th and 14th largest in the world respectively. Populations were quite evenly balanced too, till just before WW1. I would think both islands would be bigger, stronger units than say Tasmania or Newfoundland.
