If Western European nation had sent guest workers back instead of giving family reunification rights

After WW2, many Western European nations recruited labor from the Middle East and North Africa to make up for shortages in car, textile, and steel industries. In 1970, Western European nations ended labor agreements and provided family reunification rights to migrants that were still there. But what if those nations didn’t introduce family reunification rights and decided to send them back to their countries of origin, probably providing financial incentives as well. How would European culture and demographics be different today?
