If WW1 never occurs, what is the fate of the Balkans? Perhaps the tensions will last until a later conflict similar to the Great War, or will the Ottomans find themselves in another Balkans War?

Someone never dying is ASB. Everybody will die eventually at least from old age if not anything else. Even the Queen died altough many thought that she will live forever.
But regarding Balkans and Ottoman Empire it depends whether the Great War ever occur. Next thing probably would be war over Albania since it was pretty hot spot. If Ottomans are lucky they can reform and survive. Balkans is anyway bit unpredictable and it would remain as gunpowder keg yet long time.

Balkans at least the western one would be a highly developed and cultured area of Austro Hungarian rule continued on for several decades more. It would be beautiful to see. Ottomans if they survive until the Oil Boom and discovery would be very wealthy and very very influential on global stage as a singular massive oil producer. The wealth from that would allow investments and economic development and possible even repayment of capitulations
