If Spain retains Peru...

The Royalists were very strong in Peru durimg the Latin American wars of Imdepemdence, whilst the rest of their empire fell to revolution; it took Bolivar around 4 campaigns to remove the Spanish and liberate the country as a testement to that. With that in mind, assuming the monarchists win somehow and create a lasting peace with Colombia and Bolivia, how would Peru develop?
 
I would wait for a more professional answer, but in my TL, to keep the Peruvians happy after seeing the rest of Latin America gain independence, Spain makes Peru (as well as the Spanish Antilles) separate kingdoms, making the "United Kingdom of Spain, Peru and the Antilles" (I got the idea from Portugal, Brazil and the Algarves).

It's a slow progress that takes decades before coming into action but by 1900 it is a stable and prosperous post-imperial transcontinental state.
