If Prussia gets severely weakened in 1763, is Germany ever going to get unified?

If Prussia gets severely weakened in 1763 (by being stripped of both East Prussia and Silesia--in a TL where Tsaritsa Elizabeth lives a little bit longer), is Germany ever going to get unified?

For instance, is Austria going to be the one to unify Germany in this TL?

Any thoughts on this?

What does a weaker Prussia mean for the Napoleonic Wars (if they still happen), for example?
In principle, some transformation away from countless small feudal entities and towards some type of moder state(s) is very likely, but how exactly is quite open.
 
Could go either way really. Bavaria and Austria are both strong enough to pull it off if there is a motivation to do so, although you will be disrupting Napoleon so it could very easily continue the way of 300+ worthless ex-feudal kingdoms/duchies/whatevers as well.
