If not the Ottomans, then who?

Why can't a latin state in balkan
Like the Latin Empire? The Latin Empire was basically doomed to fail from its inception. The native population hated the Latin rites so much that the would rather live under Turks than under their rule. After the Palaiologoi tried to unify the Church with Latin supremacy, many native Romans were alienated and some joined the Turks with their descendants converting to Islam. The Latin Empire also had to contend with the Byzantine successor states like Nicea, Trebizond and Epirus. The Depotate of Trebizond was a major contender for a while until their huge loss to the Niceans. The Romans would look for any excuse to overthrow them as well. The Latins also recieved no real support from Europe since they were all busy fighting each other. The Latin's feudal rule also put them at a huge disadvantage as they threw away the centralized and bureacratic apparatus of the Romans that allowed them to coordinate resources against many dangerous foes for centuries. The feudal system was inefficient in terms of raising taxes which crippled them in the long run. Venice couldn't unite them since Venice wasn't a traditional empire. They mostly operated trade outposts to control trade choke-points to maximize profit. Even if they wanted to colonize and expand, they wouldn't have the resources to do so.
