If No Nazis, then Japanese China?

Would Britain? Contrary to the opiniony ou hold Britain isnt and wasnt the worlds white knight in shining armour. As long as Japan doesnt threaten Britain's sphere, why would Britain care?

Japanese expansion was a big threat to British economic interests in China, and it did cause concern. If Britain had nothing else to worry about it could cause a lot of anger.

The US spent a lot of the 30s egging Britain on to stop the dictators, including Japan. If the British did so the US case for staying out entirely would be much weaker - domestically and internationally.
 
The China Lobby were the Israel lobby of the day, and increasingly influential.

If so, why was there no sanction on Japan before 1940? Why was there so little American aid, especially compared to the Soviet Union's?

Heck, look at the response to the Panay Incident. A Japanese bomber attacks an American warship.... and the American people push for a constitutional amendment to require a referendum on wars. I can keep going, but America did very little to help China before 1940, 1941, and I see no reason that would change.
