If NJ was part of NYS, would NYC include the Jersey side of NY Harbor?

So, let's say after the English conquered New Netherland, that New Jersey is never separated and continues as part of NY. Come 1898 when NY is expanded to include 5 boroughs, is it possible that NY Legislature has Jersey City, Hoboken, etc on the Jersey side join? Does this at all encourage the eastern part of Queens to remain or does Nassau County still get formed anyways? Perhaps parts of OTL NYC choose not to join if "Enlarged NYC" includes NJ side?
 
That would almost certainly butterfly the circumstances of the 1898 annexation. It may, however, go that way via analogue. Such a PoD might even butterfly American independence
 
IMHO no NYC on the west side of the Hudson - the Hudson, unlike the East River, is pretty wide. I think you'd see what you see in Buda-Pest, Minneapolis-St Paul etc.

That didn't prevent Staten Island from being annexed to the city.

If there's no state border in the way and a similar consolidation/annexation, Hoboken/Jersey City is obviously part of New York City.
 
If not for the frontier separating New York from New Jersey, when the time came to create the modern multi-borough metropolis of New York City I don't see why counties on the west shore of the Hudson would have been any more likely to be excluded than counties on Long Island.

Buda (and Obuda) joined with Pest to form Budapest in 1873, about 25 years before the consolidation of the 4 counties into the new city of New York (Bronx became a borough in 1898 but not a county until 1914).
 
Much really depends on how urbanization proceeds in the lower Hudson area in the absence of a state boundary. I can easily imagine Hudson County--rather, *Hudson County--ending up absorbed into a wider federated metropolis.
