Drowning into the Mediterranean or enduring Ghaddafi is not unlike picking the least illness between plague and smallpox.
Ghaddaffi would definitely be capable of carrying out increased repression in defence of his regime. The only reason that I think it wouldn't get to this point is that I'm not sure the rebels would last long enough for events to get so drastic. Still if we assume Ghaddafi wins, I'd imagine he would double down on repression to stamp out any threats, while you would probably see a terror campaign or low level insurgency emerge.
