Assume that, around the period of the Tiananmen Square protests in 1989, things go a lot worse for the PRC, and it collapses altogether, with a new, much worse, government coming to the forefront. Leaving aside the plausibility of this event itself, what happens to Hong Kong? The 1984 agreement to return it to China was specifically made to the PRC (which, for our purposes, no longer exists), but the "99 year lease" of the New Territories is coming to an end in '97 either way.

The new government is hostile, xenophobic, and authoritarian, and basically no one in Hong Kong wants to be put under its boot.
