Newspeak might not ever replace Oldspeak; it's just a a way of controlling people. The whole reason why the party has control is because it is able to manipulate people's perception of the situation while not really changing anything. So the idea that the party would fall apart because of Newspeak being linguistically retarded wouldn't necessarily work.
The Party would ensure it adopted Newspeak; the entire point is to make control total; the end point of totalitarianism. It was already on its way. And over those who it operated over (the Inner and Outer party), it would replace oldspeak totally. The adoption might not be wholly successful, but what would be adopted would be a bastardized and incoherent language at least where higher operational thought is concerned. The party doesn't watch the Proles or really care about them, so they would be outside the realm of adoption.

But it's the Party. They can lie. It may be a stated goal of theirs to implement Newspeak totally, but the reality may very well be that the program's execution in of itself is just a way of exerting control and subduing people. Whether or not Newspeak is REALLY implemented is not that important.

Where was it shown in the book that Newspeak was incoherent? IIRC Newspeak had a complete scientific lexicon and it's grammar, while confusing, is not more minimalist than that of Classical Chinese, which is a working language.

In my memory it seems that Newspeak was used in a professional sense (much like Classical Mandarin was until 1911), while casual conversation remained in Oldspeak, with growing influence from Newspeak. Because Newspeak, being an invented language, would probably fail in the goal of completely replacing normal English, people would retain their old language. Newspeak is still an important implement of the Party because it is a great way of getting slogans to the populace and redefining many words in a subtle, comparatively flowing way.
 
In an Orwellian world, would or could technology be controlled to the mass public? A govenment that uses and advances war technology, but keeps the status quo at home to a limited level of tech to keep control?

In a sense, when an Orwellian govenment comes to power, technology even media tech should not change much as to keep information on the world in control, to show less change in tech or advancement.
