Start by hand-waving away Tanzania’s relationship with Canada. During the Cold War, Canada quietly served as a surrogate for the USA and NATO providing international aid to NATO-leaning countries in the Third World. Canada recognized Tanzania in 1961 and has provided extensive support to mining, education, commerce and military interests.
For example, deHavilland of Canada supplier DHC-4 Cariboo and DHC-5 Buffalo transport airplanes to Tanzania along with a handful of Canadian Army instructors to teach Tanzanian soldiers how to jump from their new airplanes.
At one point, the Canadian Airborne Regiment wore camouflaged jump smocks made of fabric left over from a contract to cloth Tanzanian soldiers!
