With three I am developing several alternative stories and would like to explore (and use) what Mexico would be like under the semi-presidential system with one of the three possible PODs: 1780-1830, 1859-1971 and 1896-1915. And I have some "ideas" but I really don't know if they are possible without falling (in a certain way) into ASB on one of the points.
These would be my ideas from Mexico under the semi-presidential system:
* The Executive Power would be divided into two positions: President (Head of State) and Prime Minister (Head of Government).
* The President would be elected by election every six years without the possibility of re-election.
* The Prime Minister would be elected by election every two or four years and the election would coincide with the legislative election.
* The Cabinet will be made up of members who will be appointed by the President or the Prime Minister according to the dictates of the constitution.
** The President may appoint the secretaries of the Departments of Defense, Navy, State, and Justice*** in addition to officials from intelligence and national security agencies.
** The Prime Minister may appoint other members of the Cabinet who are not designated by the President.
Other points are:
* In the absence of the President, the Prime Minister has the obligation to take federal power, being appointed Interim President until the appointment of a replacement Congress or if it was in the last two years, govern until the next election.
* In the absence of the Prime Minister, the Secretary of the Interior assumes the Head of Government in office.
* Every two years, one third of the Senate and half of the Chamber of Deputies/Representatives are renewed.
* There would be the Presidents of the Senate and the Chamber of Deputies who would last a maximum of two years with the possibility of "re-election".
