The quarter century or so following the formation of the Bank of England in 1694 proved to be a crucial period in the evolution of modern capitalism, including the Mississpi and South Sea Bubbles, the economic thinking of Nicholas Barbon and John Law, the formation of the U.K., and arguably the securing of the 1688 Revolution England as a world power.

What are some good potential financial and/or economic PoDs in this period for either delaying or speeding up the capitalist revolution of the 18th century?
 
For negative (or "negative") scenarios, could draw from this discussion; just need a PoD.
What about a more successful John Law?
The general idea has appealed to me before; the prospect of early 18th Century Ancien Regime France successfully adopting paper money and (something like) Fractional Reserve Banking/Finance/etc could be a massive change to the history of Europe. Alas, I've had trouble grasping a plausible PoD that would actually be to make something like this happen, or imagining what such an altered 18th Century would actually look like.

Forget France. Let's do it in Scotland, along iwth something less awful than DArien.
Actually, if the Darien Scheme fiasco (1698-1700) can be prevented w a post 1694 PoD, that may very well mean no Act of Union in 1707, which would have some pretty major implications in and of itself.
