That's what I meant. Doing it with new territory only requires Congress.
Technically, yes, however in practice Congress only does so after the population of a Territory votes to adopt a Constitution that meets Congressional Approval.
Although, honestly, it's hard to pretend that that requirement in the Constitution means anything at all, really, considering the case of West Virginia...
West Virginia is a very complex situation, but to simplify it, essentially the government in WV was originally seen as the legitimate government of all of Virginia, then later on using its role as the government of Virginia it approved of the splitting of West Virgina from Virginia at which point the government in Richmond was eventually reconstituted as thew Virginian government and the government in WV became the government there.
