Well this is a random idea that history class came up with collectively. Well here it is: Apparently for a bill to pass congress both the House and Senate must pass the bill. And this is what we came up with, WI when writing the constitution setting up the foundation of the United States, a part was put in saying that the Representatives to the House and the Senators to the Senate would be locked into there respective buildings when Congress starts and the only people allowed to leave would be assistants to carry messages between the houses. Now comes the interesting part, the Senators and Representatives are not allowed to leave until all bills have ether been accepted by both legislative houses or rejected by both. No food or anything is allowed in, they are stuck there until both houses agree on which bills should be rejected and which passed. For rejection thats the real change here, both houses must agree to reject that bill, its not enough for just one to say yes and one to say no. And to avoid them being stuck there forever once a bill has been rejected they cant bring it back for another 10 years.
