Iberian Union?

Is it possible, in any case, to unite Spain and Portugal into a single nation? It would have to be between 1910 and 1930, so Spain is still a monarchy and Portugal is a republic. Could anything make this happen?

To answer your question, only a direct military conflict that resulted in the annexation of Portugal would be plausible. Unless if the monarchy is restored and the King of Portugal places himself under Spanish rule.

Assuming you get to 1920 without significant change in the timeline, you're going to need an aggressive ruler to take power in Spain. Possibly by making Franco take more of a shining to German ideas on fascism. Inspired by Hitler and Mussolini he could seek his own version of the the Anschluss and make use of Roman history inspired propaganda to justify the move.
 
Between 1910 and 1930, the only option that I see, for an union between Portugal and Spain, would be a very right-wing regime in Spain that successfully invades and annexes Portugal.

Salazar supported the Nationalists heavily right from the very earliest days of the Civil War in Spain. Had events gone badly for Franco that may not have been something the Republic was willing to overlook, particularly if Nationalist forces took the opportunity move through Portugal from areas where they were losing to concentrate their forces elsewhere.
