The Vojvodina Hungarians lack numbers and supplies to start a serious uprising. Besides their status wasn't that bad when compared to Muslim minorities and Croats. So why would a non-rebellious population be attacked in an area that is already part of Serbia?

In 1988, when Milosovic took away Kosovo's and Vojvodina's autonomy there had been fears of reprisals against various ethnicities in the areas. Slovaks lived there too for example. During the Balkan wars there had been even some instances of reprisals against Hungarian, even eviction from homes . On the others side Hungarians served also in the Yugolaw People's Army.
 
That fits to my description of repression, and there was nothing nice or good about it. But as long as the locals were quiet as a mouse in a sack, the Milosevic regime had no reason to rock the boat any further.
