How would Malta develop if the Knights of St. John get Malta at the Congress of Vienna either as a fully independent country or as a British sattelite. How exactly would the order ruling in the 19th century actually work?

Would be interesting how they withstand the 19th Century innovations and political ideas. Maybe one or two powers could be interested in owning Malta.
