For the purposes of this thread, let's assume:

(1) No nuclear weapons have been used, either tactical or strategic (the President decides it's not worth the risk of a strategic nuclear exchange to use tactical nuclear weapons). Chemical weapons were used in West Germany, biological weapons were not.

(2) The Warsaw Pact occupies all of West Germany, the Low Countries, and Italy after the cessation of hostilities. The UK and France are not occupied but areas have taken heavy damage from aerial bombardment.

(3) There have been no direct military attacks on US soil. There were a number of sabotage attempts in the US, several of which were successful. Total US civilian/military deaths in these attacks totaled about 1000. Two attempts at sabotaging nuclear plants in the Northeast failed. There were a small number of conventional attacks against Soviet targets.

(4) There may or may not have been a final peace treaty (if you think a peace treaty, or lack of one, might have made a difference, comment on it)

(5) There were conventional strikes against Soviet Asian targets, and against US bases in South Korea, Japan, and the Phillippines.
