If you're talking about an La Plata including Uruguay and Paraguay, the first one is 'easy': No Cisplatine War, or one won by La Plata. Another POD would be the adoption of a more federalist constitution earlier, thus preventing Uruguay from drifting away.

As for Paraguay, it would be more difficult but not implausible. Military conquest would be easier if the Paraguayan Expedition had funding. At all. There could be some diplomatic solution, but it would be very early in the revolution, since there were several political and even cultural differences... Frankly it's not my area of expertise, but I can find you something.

If you're looking for an *Argentina without civil wars... well it's a tall order, but there are lots of PODs to choose from... And lots of butterflies.

at the start of the cisplatine war, 'uruguay' was a part of the Brazilian empire, having been annexed after Luso-Brazilian forces took it over circa 1816-1819ish. Getting rid of the cisplatine war either leaves uruguay in the Brazilian sphere, or uruguay manages to break free (cisplatine war involving 'argentina' started with a uruguayan rebellion).

An argentine outright victory has problems, too, because there's no guarantee that uruguay would want to return to argentine domination.
 
I would argue that Paraguay was never part of the United Provinces. It declared independence while UP was still pretending to be holding the seat warm for the spanish authorities. They were tired of being dominated by the portenos of Buenos Aires, and wanted no part of what became argentina, correctly seeing that BA was always going to dominate the country.

If you want to keep Uruguay and possibly integrate Paraguay, I'm thinking you have to have Artigas' plans for a confederation of semi independent states come to fruition. Or possibly have the portenos think up a better way to get rid of Artigas than to let Luso-Brazilian forces take him out while taking over Uruguay.

Not sure what the OP question is, as someone pointed out the UP basically is still alive and called Argentina.
